Purpose of the Position

Under the guidance and general supervision of the Chief, the Education Specialist (on a Temporary Appointment) supports the development and preparation of the Education (or a sector of) programs/projects and for managing, implementing, monitoring, evaluating and reporting of progress of education programs/projects within the country program. The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programs/projects to improve learning outcomes and equitable and inclusive education especially for children who are marginalized, disadvantaged and excluded in society.

The Specialist contributes to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework.

Key Accountabilities and Duties & Tasks

-Contributes to the revision, assessment and update of the education situation in the northern areas affected by emergency/humanitarian crisis, as well as highlighting education issues requiring a response and providing recommendations on specific actions requiring UNICEF’s intervention.

-Provides technical guidance and direction to UNICEF, Education Regional Delegations of the MoE and implementing partners for effective planning, implementation and monitoring of agreed education in emergency activities, and ensure actual documentation of all education interventions.

-Liaises with UNHCR, OCHA in the coordination and implementation of education interventions for refugees, IDPs and host communities, as well as with the Emergency Coordinator and other sector programs to ensure synergy and integration of education intervention. Under the working group (cluster) umbrella, support stakeholders in carrying out education rapid assessment and proposes adequate responses to the identified needs.

-Undertake field visits as required to monitor education interventions, and prepares partners, project sites, communities and project briefs for such appointments from UNICEF, Donors and partners.

-Works in close collaboration with the MoE focal points/coordinators, Emergency Coordinator, Education Specialist M&E, Education Officers and Specialists based in Yaounde, and complete other tasks as assigned by the Chief of Education with regard to the emergency situation.

-Builds and sustain effective close working relationships and partnerships with Education sector government’s counterparts, regional stakeholders and partners/allies/donors through active networking, advocacy and effective communication to build capacity and exchange knowledge/expertise to facilitate the achievement of EiE equity response for the right of children.

-Support the Chief of Field Office in coordinating the education sector working group under UNICEF responsibility at regional level.

 

Qualifications of Successful Candidate

  • An Advanced University Degree in education, economics, psychology, sociology or other social science field is required.
  • A minimum of 5 years of professional experience in social development planning and management in education and related areas at the international level, some of which preferably in a developing country is required. Relevant experience in a UN system agency or organization is an asset.
  • Background/familiarity with emergency operations and staff security.
  • Fluency in French and English (spoken and written) is required.  Experience with UN and/or NGO is an asset
